Rural landowners are told they must overcompensate
for the sins of their urban brothers and sisters. CAPR will oppose any laws and
regulations that reduce the value of minority property owners in order
to provide a benefit for all of the population.
It is the policy of CAPR to lobby
any and all elected representatives that will listen to us so that they
have our input before they cast the votes that affect our property
rights.
CAPR will work to require that all regulation promulgated by
executive branch departments be reviewed and approved by the
appropriate legislative branch before becoming law so that those we
elect remain accountable for the actions of government.
CAPR is a Washington State approved
political action committee. We will search out candidates who
share our commitment to defend property rights and help them win
election.

Questions for Upland CAO

What Does Reasonable Use Really Mean?
Sunday, 07 February 2010 14:26
Orcas Island landowner and attorney Tim Blanchard spoke to a full house last week at the Friday Harbor Grange Hall. His presentation focussed on key questions being raised by the new upland critical areas ordinance process the County Council chose to undertake earlier this month.
It is essential for everyone concerned about property rights in the islands to understand the "technical legal definition" of this term we all too often take at face value.
You can view the presentation slides below, or download them (from the list to the left) for a permanent copy. Tim has prepared a common sense legal and policy analysis on the choices we are about to make. Become better informed, and let your Council-members know your specific concerns.

Draft CAO Affected Parcels
Tuesday, 01 December 2009 12:12
This map has been prepared by overlaying maps and data provided by San
Juan County. This is not an official County map and is for
illustrative purposes only. The map shows (in pink) those parcels that
may be affected by the draft Critical Areas Ordinance (CAO) currently
under consideration. Affected parcels may be impacted by new property
use limitations related to shorelines, wetlands, and/or streams (and
their associated buffers). The map is meant as a community-based
educational guide to the draft CAO. For more information on affected
parcels, individuals should seek official information from their County
Council Member.
CAPR supports Environmental policies and regulations that are intellectually honest, fair, grounded in real science, and that do not force private property owners to pay for public benefits enjoyed by all.
"The three great rights are so bound together as
to be essentially one right. To give a man his life, but deny him his liberty, is to take from him all that
makes his life worth living. To give him his liberty, but take from him the property which is the fruit and
badge of his liberty, is to still leave him a slave."
- George Sutherland,
Associate Justice of the United States Supreme Court, 1921.
